Mayor & Council

The City Council (a.k.a. Board of Aldermen) is responsible for budgetary decisions, tax and revenue decisions, and all personnel decisions including appointing members to the Board of Adjustment and the Zoning Commission.  

Council Members serve two year terms as defined under the Texas Local Government Code.  The Mayor and City Council can be contacted through City Hall at (210)494-3671

Mayor
Kirk W. Francis

Mayor Francis is the President and CEO of Cross Financial Services, a Financial Planning and Investment Advisory Firm, that he founded in 1993. He has been active in public and community service for many years including: Board of the Bexar County Dispute Resolution Center, Bexar County Sheriff’s Civil Service Commission, and the Board of Trustees of Texas Military Institute

He resides with his wife, Peggy, on Axis Trail.  Kirk and Peggy moved to the City in 1989. Having grown up in the Village, one son is pursuing his education in Lubbock and the other son is serving in the United States Army.

Kirk Francis was elected Mayor in May 2004 and re-elected in 2006, 2008, and 2010.  He previously served as Council Member from May 2001 through May 2003.

Carl A. Register

Carl Register was elected to the Council in May 2003 and re-elected in 2005, 2007, and 2009.

Gabriel Durand-Hollis

Gabriel Durand-Hollis was elected to the Council in  May 2004 and re-elected in 2006, 2008, and 2010.

City Council Place 3
Elizabeth Worley

Elizabeth Worley was appointed to Place 3 on October 21, 2008 and re-elected in 2009.  She previously served on the Board of Adjustment and Business District Construction Review Board.

City Council Place 4
George F. "Rick" Evans

Council Member Evans is a board certified attorney who has practiced law since 1977 and founded the firm of Evans & Rowe in San Antonio which specializes in the defense of physicians and hospitals in South Texas. Rick’s education and training is in government and law. 

Rick Evans resides with his wife, Rainy, on Cherokee Lane. Rick and Rainy moved to the City in 1995 and enjoy frequent visits from their daughter and two sons all of whom are now young adults pursuing their careers and education.

Rick Evans was elected to Council in May 2004 and re-elected in 2006, 2008, and 2010.

This position is elected in May of even-numbered years.

Margaret Mayberry

Margaret Mayberry has served on the Council since May 1987.  She was re-elected in 2007 and 2009.
