THURSDAY, JANUARY 20, 2005

5:00 P.M.

1.      Call to order.

2.      Moment of Silence and Pledge of Allegiance.

3.      A presentation of employee award and recognition. (6 minutes) (Harris)

4.      A public hearing, discussion, and appropriate action regarding adoption of an ordinance creating the Zoning Code for the City of Hill Country Village which incorporates, supersedes, and amends all prior Zoning Ordinances.  

Consent Agenda:

All items under consent agenda are heard collectively unless opposition is presented in which case the contested item will be considered, discussed, and appropriate action taken separately.  

5. Approving the minutes for the Regular Council Meeting of December 9, 2004.
6. Approving a Zoning map.
7. Approving an ordinance reducing the Certificate of Occupancy fee to $100 and establishment of a fee of $50 for the Tenant Occupancy Permit.
8. Approving an ordinance increasing sewer fees to match increases imposed by the San Antonio Water System effective with the March 2005 billing.
9. Approving a resolution ordering the City Officers Election on May 7, 2005, for City Council places 1, 3, and 5.
10. Approving an ordinance amending code of ordinances chapter 14, “Buildings and Building Regulations” including reducing permit time limits and defining governmental body and building official.
11. Approving a resolution providing approval for a transaction involving a transfer of a cable television franchise from Time Warner Cable Inc. to Time Warner Cable San Antonio, L.P.

Individual Items for Consideration:

All times listed next to agenda items are estimated. 

12.  Citizens to be heard.  

City Council cannot discuss any presented issue, nor may any action be taken on any issue at this time, except that a statement of fact, including policy, may be made if responsive to an issue presented (AG opinion JC-0169).

13. A presentation, discussion, and appropriate action regarding acceptance of the FY 2003-04 annual audit including communications with the Audit Committee. (10 minutes)
14. Discussion/action regarding acceptance of the City’s December 31, 2004, financial statement. (5 minutes).
15. A report from the Chief of Police regarding traffic data collected on Hidden View, and appropriate discussion.  (10 minutes)

Executive Session:

Executive Session items may be discussed and acted upon, if appropriate, in open session.  Council may take action only in open session. 

The City Council for the City of Hill Country Village will meet in Executive Session under Tex. Gov’t Code § 551.071: Consultation with Attorney; Pending or Contemplated Litigation.                       

16. Discussion regarding authorizing the City Attorney to appeal cause no 2000-CI-14247, City of Hill Country Village et al vs. Bexar Metropolitan Water District and adoption of related ordinance.
17. Discussion regarding cause number 2004-CI-11956, the City of Hill Country Village vs. Manuel Valdes and Andrina Valdes.
18. Discussion regarding pending litigation styled Susan Heck, Plaintiff,  versus City of Hill Country Village, Texas, Defendant.
19. Discussion regarding pending litigation styled Susan Heck, Plaintiff,  versus City of Hill Country Village, Texas; and David J. Harris, Individually and in his official capacity, Defendants.

20. Communications with the City Administrator.
21. Mayor’s report to Council.
22. Adjourn.
