1.      Call to order.

2.      Moment of Silence and Pledge of Allegiance.

 

Consent Agenda:

 

  1. Minutes of the Regular Council Meeting of October 20, 2005.
  2. Certifying the 2005 Tax Roll from the Bexar County Tax Assessor-Collector.
  3. An ordinance amending ordinance number 931 which previously amended ordinance numbers 911, 677, 509, 462, 447, 440, 409, 346, and 255 which provides for transportation of sewage in the sewer lines of the City of Hill Country Village.
  4. A resolution casting the City’s vote for Betty LeFlore to serve on the Bexar Appraisal District Board of Directors.

 

Individual Items for Consideration:

 

7.  Citizens to be heard.  

City Council cannot discuss any presented issue, nor may any action be taken on any issue at this time, except that a statement of fact, including policy, may be made if responsive to an issue presented (AG opinion JC-0169).

8.  October 31, 2005 financial statement.

  1. Authorizing staff to seek bids for a consultant to analyze the City’s current retirement program and research alternative employee retirement plans. (Register)
  2. Approving the selection of a firm to provide an appraisal for the three City-owned properties on W. Bitters Road. (Register)

11. An update on the existing Emergency Services Interlocal Agreement with the Town of Hollywood Park and considering an ordinance adopting an Interlocal Agreement with the City of San Antonio for Fire and Ambulance services.

 

Executive Session:

Executive Session items may be discussed and acted upon, if appropriate, in open session.  Council may take action only in open session.

 

The City Council for the City of Hill Country Village will meet in Executive Session under Tex. Gov’t Code § 551.071, consultation with attorney; pending or contemplated litigation and § 551.086, economic development.

 

12. Pending litigation styled Susan Heck, Plaintiff, versus City of Hill Country Village, Texas, Defendant.

13. Pending litigation styled Susan Heck, Plaintiff, versus City of Hill Country Village, Texas; and David J. Harris, individually and in his official capacity, Defendants.

14. A report from Economic Development Corporation President Ron Finch on the International Conference of Shopping Centers, conducting market research, and utility conversion.

 

Individual Items Continued:

15.  Mayor’s report to Council.

16.    Communications with the City Administrator.

17.  Adjourn.

 

All items under consent agenda are heard collectively unless opposition is presented in which case the contested item will be considered, discussed, and appropriate action taken separately.

 

The Council reserves the right to discuss and appropriately act upon any item stated on this agenda in open session.  The Council reserves the right to adjourn into executive session at any time during the course of this meeting to discuss any of the matters listed above, as authorized by Texas Government Code Sections 551.071 (Consultations with Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices) and 551.086 (Economic Development).  No action may be taken in Executive Session.
